New legislation to prevent torture and other ill-treatment and enforced disappearance did not go far enough to effectively protect against these crimes. Refugees fleeing Myanmar continued to face arrest, detention and extortion by Thai authorities at the Thailand-Myanmar border. Malay Muslims in the southern border area remained subject to mass and discriminatory DNA collection.
